Service

The Public Service as provided for in the Constitution of the Republic of Malawi (1994) includes all the three branches of Government namely the Executive, the Legislature and the Judiciary.

The President is the Political Head of the Public Service while the Chief Secretary to the Government is the Administrative Head of the Civil Service and also oversees the management of the public service.

Public service is any service that is provided by government directly or indirectly using public resources or any public interest activity that is under the authority of government.Public service also includes government institutions and their employees. 

Council, Board, Committee, Public university

Any Corporation, Council, Board, Committee, public university or other body prescribed by act,law and regulation for the purposes.

Constitutional Bodies

Financial Intelligence Authority (FIA),The Law Commission,The Office of the Director of Public Officers’ Declarations (ODOPOD),Parliament of Malawi.

Public Companies

Any company in which Government HAS majority share equity

In Malawi, the public service comprises the following institutions and staff that work therein:

The Parliament

The Parliament of Malawi is the supreme legislative body in Malawi. It is composed of Members of Parliament that are elected directly in single member constituencies.

The Civil Service

The civil service which comprises all Government Ministries and Departments.

The Police Service

The Malawi Police Service is established under section 152 and 153 of the Constitution as an independent organ of the executive for the protection of public safety and rights of persons in Malawi according to prescriptions of the Constitution and any other law.

The Judiciary Service

The Malawi Judiciary is the branch of the Government of Malawi which interprets and applies the laws of Malawi to ensure equal justice under law and to provide a mechanism for dispute resolution. 

The Defence Force

Malawi Defence Force (MDF) is the only military force constituted in Malawi. Operates at all times under the direction of civil authorities with powers vested in them by the Republican Constitution.

Local Government Authorities

Local government is enshrined in Chapter XIV of the constitution and responsibility for its administration rests with the Minister of Local Government and Rural Development. The local government system has 35 single-tier authorities: 28 district councils, four city councils, two municipal councils and one town council.
